Pharmacist’s information and analytical system.
In order to create a system we used a three-tier architecture of information systems and to build the analytical part we used the DSS structure with the physical data repository. Our object for the automation was the process of input, persistence, and analysis of information about detecting the side effects of drugs and the formation of the required reports.
The system has the features to:
• Quickly search for the necessary information according to different criteria;
• Quickly enter information into the system;
• Remotely use the system to add messages directly from the medical institutions;
• Conduct predictive analysis of stored data (construction of decision trees, clustering);
• The system is easy to use with intuitive user interface

Therapeutic and diagnostic devices based on very high frequency and extremely low intensity electromagnetic radiation
It in 60-years the last century, the working on human’s organism of electromagnetic field of very high frequency (VHF) and low intensity was detected. During last decade the intensified researches of utilization in medicine this phenomenon are observed. Works are example many research groups which is the result of publication and the diagnosis and therapeutic apparatus. One of such research groups works at Institute of Technical Mechanics (ITM) of the National Academy of Sciences (NAS) of Ukraine. Result of one’s research and developmental works is the set of diagnosis and therapeutic apparatus to using the VHF electromagnetic field. This research group will be one of executors of present project in Forum ITMED, thanks this it will be possible captured the utilization by him the experiences in frames of co-operation from NASA.
From radiophysical point of sight, can the human’s organism treat as open informative system clever to passing on surrounding environment and gain with him energy and information. In relation from this, informative fields of alive organisms have electromagnetic nature, proper to their investigation and steering are methods and techniques used in radioelectronic in regard to specifically of the human's organism. From this reason in quick diagnosing method based on measurement the multi-frequency admittance of tissues in biologically active
points. Proposed, new formulation is original and fundamentally corner oneself from measurements of direct current according to Voll's method.
The therapy with the aid of VHF electromagnetic field depends on influence on system of tissues. This influence moves with the aid of miniature VHF module (the VHF needle), in which Gunn's joint is used as a active element. Healing result be reached, to operate simultaneously on a several biologically active points on human's body, VHF signal about frequency band, which contained resonance frequency is stimulated cell’s system. The level of power of emitted signal by ,,the VHF needle” is less then 10nW.  
Electromagnetic field of low intensity, applied in worked out apparatus used both in diagnosis and therapy it does not produce negative reactions in human's organism, and favours formation natural adaptive reactions only, which is equivalent with effective therapy.
Previously experience captured by authors of project, in peculiarity by research group from ITM of NAS of Ukraine during constructing and practical investigation of equipment shows, that it requires so far more technical improvements, to shorten the time of diagnosing the patient and to make possible dynamic monitoring the progresses of treatment.
Cooperation with country’s representatives as follows: Ukraine, Latvia, German, Sweden, Italy, France has been taken. Project of participates in 6th Framework Programme UE has been prepared.

INFORMATION AND COMMUNICATION PROVIDING NETWORK DEVELOPMENT
IN A SPHERE OF SOCIAL - MEDIAL SERVICES
 
The actual tasks of information and communication technologies providing of transborder collaboration for innovative development of social and medical services in bordering countries are considered. 
The mechanisms of substantial increase of networking processes in social and medical spheres are offered based on reengineering of existing processes in condition of information economy development.
Using the virtual university model for educational and consulting services of citizens and foreign visitors in social and medical spheres the competitiveness advantages and perspectives of transborder Internet - oriented medical terminal creation based on the I. Horbachevski Ternopil Medical University are shown.
The transborder medical terminal is proposed as a part of the Ternopil Cluster of Healthy Life Project.

Natural objects as the basis of stable development have no borders. Natural or anthropogenic pollution on the territory of one state will inevitable reflect on ecological safety of the neighbor states.
In this sense ecosystem of any transborder region, including Bukovina, is of global general European ecological importance. That’s why actuality of prevention of transborder ecological extreme situations is of no doubts.
Nowadays in transborder region (Ukraine-Romania- Moldavia) there is no united medical-ecological claster for solution of necessary medical and ecological problems. 
The level of morbidity of gelmintosis and infectious diseases is increased on 7- 10 % with phecal-oral route of transmition among child’s population. There is increased quantity of children and adolescents with affection of gastrointestinal system, specifically liver, urinary tract – kidneys, with expressed toxic component. In the last years the mortality rate from malignant tumours is increased on 4% in Chernivtsy region.
Deterioration of ecological situation in region is connected with incontrollable usage of chemical substances, which are used in agriculture, usage of genetical-modificated nutrition products.
That’s why guarantee of ecological safety is totality of processes and measures concerning formation favorable conditions for reproduction of natural resources, life and health of population of transborder region, that is creation of Bukovinian transborder medical-ecological claster for solution of existing problems.
 
Puncture electrographic instant diagnosis: a new way to assess the functional condition

The “RAMED EXPERT-06” therapeutic/diagnostic hardware/software system for puncture electrigraphic instant diagnosis features far wider capabilities in the accuracy and objectivity of the diagnosis in comparison with existing ones. It allows one to assess the functional condition of twenty organs and tissue systems at the same scale, to determine their resistance and to assess their compensatory ability. This is due not only to its radically new hardware including a computer-assisted data acquisition and processing system, but also, to a far greater extent, to its exert system and our original MEDICAL-BIOLOGICAL MODEL of the human body. The interpretation of measurement data using this model allows one to assess the functional condition of all organs and tissue systems followed by drawing up the strategy and tactics of treatment. The dynamics of the treatment process is monitored by the puncture electrographic instant diagnosis system in real time though biological feedback channels. 
 
Bioresonance infomation puncrure therapy: a new noninvasive way to correct the functional condition

The bioresonance information puncture therapy provides a reflexotherapeutic action on the human body and its organs and systems through a point and a zone action on biologically active points, skin projections of organs and majpr joints by low-intensity millimetric electromagnetic waves. The therapy is implemented using the “RAMED EXPERT-09” apparatus. The Apparatus comprises twelve irradiators, their power source, irradiator serviceability control units and timers. The twelve irradiators can work together, in pairs or singly for the time set by the timers.
Based on the puncture electrographic diagnosis made and on methodical recommendations, the doctor decides on the strategy and tactics of treatment and on the treatment regimen (the number and location of biologically active points, the duration of the action thereon, the number and sequence of treatment procedures).
The structure and design of the apparatus allow one to act at a time on twelve biologically active points of four pair meridians and on four energy centers, including the centers of the postero- or anteromedian meridian. At the doctor’s will, the electromagnetic radiation frequency can be modulated (subjected to a cyclic change) within the limits of 50 to 200 MHz as required by the pathology.

Modern medicine uses diagnostic, preventive and therapeutic methods, procedures and means to measure the electrophysical parameters of the human body and promptly correct them. An efficient noninvasive action on the reactive structures and regulatory systems of the human body with the aim of triggering its adaptive function, self-regulation and regeneration eventually results in self-recovery. These problems have been successfully solved using the proposed medical technology.
The essence of the proposed technology consists:
-in combining methods and approaches of traditional medicine and some lines of Oriental medicine;
-in a comprehensive understanding of the progress of a disease from the standpoint of both modern physiology and unconventional ideas;
-in interpreting the obtained results using a biomedical model of the human body specially developed for this purpose;
-in combining a diagnostic complex (that objectively determines the human body condition) and a therapeutic complex (that implements diagnostic prescriptions).

THE STRATEGIES OF TRANSBORDER CLUSTERS DEVELOPMENT IN SOCIAL-MEDIAL SPHERE
The problem of overcoming disproportions in the process of knowledge creation and using for cross-border collaboration of Euro-regions on the border territory of Western Ukraine is presented.
The reasons of disproportions in transborder collaboration are founded out in three basic directions:
disproportions in concentration of technological innovations in different sectors of economics,
quality disproportions of social and medical services and differentiation of accesses to information and new knowledge for local citizens’ and foreign visitors’ healthy life,
disproportion of regional development based on asymmetry of economical convergence and divergence processes of metropolises and adjoining territories in border regions.
Innovative strategies of the trans-regional cooperation processes are examined on the basis of the existing knowledge using, creation of new knowledge, and clustering processes of knowledge transfer. The Regions of Knowledge for Healthy Life Conception is offered for inter- regional and trans-regional development of Euro-regions, and for clusters of social and medical services development.

New Metabolic Strategies for preclinical diagnostics and therapy of Alzheimer's disease
The proteolytic degradation of the extracellular matrix is a universal mechanism determining human health and disease. Alzheimer's disease (AD )is a progressive neurodegenerative disorder that is characterized by loss and/or atrophy of neurons in discrete regions of the brain, and that is accompanied by extracellular proteolysis and deposits of beta-amyloid and the intracellular accumulation of neurofibrillary tangles. Under physiological conditions the process of extracellular proteolysis is involved in cell migration as well as organ remodeling. Under pathological conditions this mechanism is exacerbated leading to a sustained degradation of the extracellular matrix. Stabilization of protein prenylation is an emerging approach to the understanding and utilization of metabolic processes in the prevention and treatment of AD and many other neurodegenerative diseases (ND).
The aim of the project is to develop a European network of Earliest Alzheimer's to jointly develop consensual indicators for enabling of earliest Alzheimer's diagnosis and developing an synergies and a closer collaboration on a European level.
Determining of Earliest AD will improve the quality, effectiveness, availability, and convenience of evidence-based direct services programs for persons with Alzheimer's disease and related dementia and their caregivers.
With the imaging and diagnostic technology developed by the network's researchers, doctors will be able to accurately determine how much Earliest Alzheimer's has occurred and monitor how well Earliest Alzheimer's treatment are working.

A device for registration of bacterial cells in liquid medium after the changes of their size distributing are described. Principle of action will build on is based on registration of changes of impulse the particles light scattering.which are characterized by such parameters as amplitude and duration of impulse. Distribution of particles by sizes is determined from the measured functional dependence of number of registered particles from amplitude and duration of the proper electric impulses on the output photoreceiver. The device consists of three basic operational unit: an optical block, electronic block, instrumentation calculable block. Software of microcontroller device is package of the real-time programs developed on the languages of MPASM-assembler and MPLAB-C for the RISK-controller of firm Microchip. The process of measuring presents by itself measuring-calculable procedure in the process of which the series of optical parameters of standard and explored dispersion mediums is carried out, and also metrological performance of electronics. The process of registration of particles real-time imaging in the screen of monitor of the personal computer. The developed software allows in the process of measuring to estimate the size distributing of the explored objects and their concentration in a liquid medium in 3D-imaging, and also to compare the got picture of three-dimensional visualization of result with the 3D-images of standard text mediums. There possibilities of device from development of technologies of registration of bacterial cells of a different nature are presented.

Device for Identification of Laryngeal Nerves
During the performing of surgical operations on a thyroid for prevention the traumas of nerves they must be clearly identified from tissues which are in an operating wound.
Most widespread devices and methods based on stimulation of nerve by an electric direct current. But they dont ensure exact identification this laryngeal nerve because the sensitivity of the method is low. We design new device and high sensitive method for identification and visualization of laryngeal nerves. Main device principles are: in a surgical wound the tissue is stimulated by an electrode which connected to the alternator; by a sensor inserted in larynx a sound which will appear as result of tension of the vocal cords after stimulation of laryngeal nerve by an alternating current is read; the receiver reads amplitude of the got signal (increasing of amplitude of vocal signal indicates the approaching to the laryngeal nerve). On the data that received by such devices an interval model for estimation and visualization of operating area is build, that is identification of area where a surgeon knows that a nerve is absent. The offered method is based on finding of tolerance ellipsoid estimation of model parameters set that allow to build tolerance corridors in analytical kind.
This safe area makes possible to conduct surgical operation without a risk for the vital functions of patient.

From the standpoint of systems theory considered the demographic transition (DP) that occurred in industrialized countries. The evolution of the population is invited to display at the plane of the main demographic indicators - the overall fertility and mortality. Recorded a relatively stable relationships mortality-fertility in some stages of the transition process. The value of this ratio was close to 0.62, ie meaning "golden section". Been suggested that the sustainable development of the demographic system corresponds to the range of the stabilization ratio, limited the golden proportion.

Device and technology for determination of individual sensitivity of human and animal skin to irradiation is proposed. The device will be based on the multiwavelength approach. Measurement of the skin sensitivity is necessary for quantitative evaluation of skin properties. The following tasks will be decided: (i) development of approach and equipment for evaluation of factor of individual UV irradiation sensitivity of human and animal skin and body; (ii) development of evaluation techniques for stimulating influence on melanin synthesis which has radioprotection properties for prevention of DNA damage and epidermis cell apoptosis and cause of carcinogenesis; (iii) development of medical and nonmedical techniques for correction of changed reactions of self-regulation and self-organization of alive system under damage action of electromagnetic waves. The project results will allow to evaluate the individual sensitivity of human and animal skin, prevent the expansion of pathological processes and, if it is necessary, make adequate corrections in time. The device and technology can be used in dermatology, cosmetology, health care. In addition, the device application is possible in colorimetry too.

Electromagnetic and Mechanical Flowmeters for Medical Diagnostics
Application of novel magnetic field (MF) sensors for measuring of the air speed/volume during breathing process and blood flows is advanced. The flowmeters and acoustical transducer are based on a common or superconducting induction sensors employing the magnetohydrodynamical, electrogaseody-namical, and Meissner effects. A superconducting field effect transistor based transducer (SuFETTr) for the micro- and nanofluidic sensors to measure the electrical currents and mechanical flows has been described. SuFETTr device consists of either carbon nanotubes (CNT) or organic FETs with a superconducting property. The sensing devices work both in passive arrangement by using of an ambient MF and in active one by applying of an additional excitation. The range of the calculated signals lies in the range of –5÷5V, (7÷0)•1017/cm3 molecules, 2÷10 pH, and stream speed 102÷10-3 m/s, flow 10÷10-5 m/s, and hemoglobin concentration of 1030÷1024 molec/mm3. Also with minimal variations of a cross-section 2 cm and acoustical pressure 40 dB. The available operating modes have been explained.

Analysis and Modeling of the Mutual Influence of Human Health and Environmental Health on the Example of Sea Recreation Zones Hydrocoles.
Sea recreation zones ecological situation affects the most water basins and waterways, which are the habitation of sea organisms and are located under the powerful anthropogenic pressure and accumulate badly purified industrial and domestic waste drains, which contain polluting substances of various nature and origin. Hydrocoles are the source of valuable protein food and raw material for many medicine and cosmetology substances, and influence in such way on human health.
It makes more important to deep study and control the level of pollution, especially in the regions, which are under an anthropogenic impact. From the ecological-physiological point of view, studying human health and environmental health mutual influence on the example of hydrocoles is an extremely important aspect for better understanding of interconnection processes and identification of quantitative and qualitative references of these processes.
This project covers modern ICT facilities using for consolidation of ecologists, medical scientists, chemists, physicists, geographers, sociologists, agronomists etc. with the aim of creating a system of analysis and modeling of the mutual influence of human health and environmental health on the example of sea recreation zones hydrocoles.

Optical tomography of mammary gland is considered as a perspective biomedical polarization imaging technique, which allows probing biomedical tissue 8-10 cm thick by infrared and visible spectrum radiation with wavelength of 600-1000 nm.
Optoelectronic tomograph enables imaging of space distributions of the following functional parameters: concentration of oxyhemoglobin and deoxyhemoglobin, water, lipids, lipoproteids, polarization-phase patterns of fibrous tissue.
An application of optoelectronic eye-processor informational technologies based upon quantum-dimentional structures is introduced for implementation of the parallel image reconstruction algebraic techniques with parallel post-processing of separate features. Improved Mueller-polarimetric methods and means are suggested for analysis of tomographic distributions of anisotropy and phase-inhomogeneous depolarization parameters.
This made it possible to reduce the computation time to several milliseconds per one image reconstruction and post-processing; in addition, detection accuracy is increased, thus making diagnostics of pathologic changes in mammary gland tissue more reliable.

2. Portable device for measurement of hemoglobin concentration and blood filling level of an alive tissue
3. Device for diagnostics of blood microcirculation
4. System for detection of breathed out gases.
The devices had internal memory and interface and may be used as in field conditions.

Establishment of the regional centre for preventative treatment and professional training.
"Svitava Galytska" is a medico-logopedic center that utilizes a complex medico-psycho-pedagogical approach for assessment and treatment of psychological disorders (speech, behavior, person) of children and adults.
Innovation of the approach consists of the use of electrophysiological researches of a functional condition of a brain of the person in a differential diagnostics of speech and language disorders. Connection computer neurophysiologic methods of assessment of functional activity of the higher nervous system of people in different age groups with therapeutic and psycho-logopedic methods of rehabilitation allows to make active synapse conductivity as a main activity of the brain and to strengthen energy potential of the whole body. This approach allows us to increase efficiency of treatment process.
Wide introduction of this innovated method in practice is limited due to the absence of the corresponding system of professional preparation. Our goal is to create a pool of well-trained professionals for implementation of this multidisciplinary approach to ensure high quality educational, psychological and logopedic services.

Elaboration of a new type of medicines and test-system for diagnosis of early
stages of diabetes
Diabetes mellitus has reached epidemic proportions, and it is fourth largest cause of global death by disease. Hyperglycemia is the main diagnostic index, irrespective of diabetic type. It is the leading cause of the excessive accumulation of nonenzimatic glycosylation products in the cells, of an increase in free radical formation and, on the whole, it stimulates oxidative stress. It leads to peroxynitrite formation, the oxidant number one in biological systems. Thus peroxynitrite intensively modify proteins by tyrosine nitrosylation, which in turn cause to lose their biological functions. The described reactions is one of possible molecular mechanisms of pathological changes developing a diabetic foot, chronic kidney failure, blindness, stroke and heart attack.
Our results showed the potential role of red wine polyphenols and Galega officinalis extracts for the protection of peripheral nervous system, retina, glomeruli and tubuli of the renal cortex and peripheral blood cells from oxidative-nitrosative stress under type 1 diabetes.
The study of the structural and functional state of the neutrophile receptors based on lectin application appeared to be the promising way of revealing pathogenesis of type 1 diabetes mellitus and development of the methods for the prophylaxis of complications of this disease. The results of this study can be used for development of the test system for assaying the functional state of immunocompetent blood cells under studied pathology with diagnostic and prognostic aims.

The increasing mobility of European citizens, their expectations and needs together with the trend towards more global health markets requires not only to exchange, but to share information and to collaborate on servicing each individual citizen better.

Informational inoculation: a new way to enhance the resistance of the human body

Dnipropetrovsk, UkraineFor the first time it has been shown that information on an agent of infection can be input directly into cellular structures via composite-waveform ac signals through a biologically active point using a puncture electrographic diagnosis system and potentiated disease products. Having been input directly into the cellular structures of the morphofunctional systems involved, this information can trigger the production of antibodies by t6he immune system.
A course of informational inoculations was carried out in a test group. The preparation «Grippe-Nosode-Injeel», which contains a homeopathically prepared agent of flu, was used as the standard. The informational inoculations were made every three days in the course of 12 days. Immunoassay revealed an increase in the antibody titer in the test group members’ blood on the average after 21 days from the start of the informational inoculation course.
The “RAMED EXPERT” technology is the best way of infection prophylaxis by informational inoculation because, as distinct from other similar systems, it uses a superweak composite-waveform signal as the carrier. This provides informational interaction with the immune system at the cellular level and cause it to produce antibodies.
 
Electronic autonosode and a functional condition correction technique

The difference in these spectra between the healthy and the ill is quite significant. Modern medical technologies based on advances in radio physics and semiconductor microwave electronics allow an energoinformational “imprint” of a disease to be made. In doing so, information-intensive media such as liquids, homeopathic groats or semiconductor crystals are used. This approach constitutes a technology of preparation of an electronic autonosode, which is ready for therapeutic use.
Such an autonosode is prepared using a puncture electrographic instant diagnosis system, which allows one to rerpoduce in the most adequate manner the energoinformational condition of the patient under examination followed by transferring the information to an appropriate medium. Autonosodes based on transferred semiconductor crystals show the greatest capabilities. Using them, the electromagnetic spectrum of the signal that characterizes the pathology can be read and reproduced in the most adequate manner. In doing so, the authosode is fixed on the appropriate biologically active point for 24. hours. Then the information is rewritten to the autonosode and the cycle is repeated.
The “RAMED EXPERT-05” therapeutic/diagnostic system is capable of prodocing autonosodes using GaAs crystals. This engineering solution is of especial worth because the system allows one to read information on the condition of the patient’s organ or tissue system at the cellular level and write it into an electron medium, thus forming an “electromagnetic imprint” of the disease, i.e. an electronic autonosode.
 
Express diagnostics and correction of nut physiological condition beside high class athletes in befor competitional period

Got data are indicative of possibility of the use PESED for selecting the individual program of preparation each high-class athletes for the reason increasing his functional readiness.
The primary purpose of the offered method of correction of the functional state of athletes consists in the increase of compensate and adaptation possibilities of his organism.
The feature of a new approach to correction of nut physiological condition of athletes consists in the controlled renewal of distorted energy-informational homeostasis in an organism. This task is decided by the purposeful, simultaneous and multichannel (6 and more channels) bringing of information through the biologically-active points by means of millimeter-wave ultralow-intensity electromagnetic radiation.

  Mathematical and cartographical modeling influence of technogenic objects on atmosphere and revealing of territories of the raised risk.
  Working out of analytical information systems for medical and ecological monitoring in the conditions of the raised risk with use GIS-technologies.
  Complex estimations of environmental pollution in the form of multidimensional integrated ecological indexes of pollution.
  The system analysis of integrated influence of anthropogenic loadings on ecosystems, on human health:   indexes of public health; ecological integrated risks; the spatially-distributed factors of correlation.

One of the modern intellectual medical technologies is technology of non-contact action of signals of human biorhythms frequencies on human receptors. For progress of the known treatment-diagnostic processes the application of such action enables the certain psychophysical state, in particular the state of weakening (atonies)
In this paper we offer developed and created for a subsequent serial production the sensor optronic system of analysis of influence of medical technologies on the human organism on the basis of objective control of changes of its psychophysical state during a medical session. On the basis of the results we found out regularities and quantitative characteristics of links of such changes with the changes of electro-physical parameters of organism, foremost, temperature and optical descriptions of blood-filled organs.
The offered system contains non-coherent and non-contact components, their locations around blood-filled organs and operation modes do not form unforeseen influence on the human organism.

The photospheresеs is modern blood nanotechnology and it is widely used for treatment of such heavily cured illnesses as a Т-cels skin lymphadenoma and Psoriasis, which consider as the precancer stages.
On the basis of our research results of the regularities and quantitative descriptions of changes of optical blood characteristics of patient during process of Photospheresеs treatment and after treatment we created and prepared for serial production universal sensor electrooptical system for use in the clinic of Photospheresеs as particle of its technology.
The system is based on principle of comparison of intensities of blood light adsorption (general and in the separate spectrum range) before and after Photospheresеs process. The biophysical and mathematical models of the system are created and verified experimentally on the patients. The system allows to carry out non-contact estimation of quality of Photospheresеs process and control the technological mode of the process by computer software. The system is fully compatible with existent facilities of the Photospheresеs and does not need substantial changes in their construction. The non-coherentness and non-contactness of the system provide absence of influence on blood and treatment process.
